Dear Customers of federal state institutions - rosrezerv plants, due to the fact that the federal state-owned enterprise "Republican Fumigation Squad" provides services for quarantine phytosanitary disinfection, the documentation exhibited, and, in particular, draft contracts on the single portal of the http://zakupki.gov.ru do not always correspond to the terminology used in the provision of such services.

Moreover, many in their draft contracts prescribe that sealing is carried out and prepared by the Contractor. Sealing must be carried out by the Customer, otherwise, if the sealing is carried out by the Contractor, this will entail additional costs for the Customer, and since the federal state institutions - rosrezerv plants are enterprises to which budget funds are allocated, for which the report is provided, and the budget is always limited, sealing must be carried out by the Customer. Based on the provisions of Federal Law No. 44-FZ of 05.04.2013 "On the Contract System in the Field of Procurement of Goods, Works, Services for State and Municipal Needs", the contract price must be firm and unchanged, except for the cases provided for in Part 1 of Article 95 of the Federal Law No. 44-FZ of 05.04.2013 "On the Contract System in the Procurement of Goods, Works, Services to Meet State and Municipal Needs".

Due to the fact that the provision of quarantine phytosanitary disinfection services is a specific type of service provided, the warranty period cannot apply to services of this kind, including for 6 or more calendar months, due to the commissioning of processed facilities immediately after treatment. The Contractor's liability to the Customer ends at the time of signing the act of services rendered.

According to SanPiNu 1.2.2584-10 "Hygienic requirements for the safety of the processes of testing, storage, transportation, sale, application, neutralization and disposal of pesticides and agrochemicals", disinfection facilities should be removed from residential buildings and premises, industrial and office premises by at least 200 m, from railways and highways - by at least 100 m. Admission of people is possible only after reaching the concentration of the drug used in the working air MPC level zones or lower, i.e. the presence of people during processing is prohibited.
