Guidelines on the phytosanitary import regulatory system. International Standard for Phytosanitary Measures

The purpose of the phytosanitary import regulatory system is to prevent the introduction of quarantine pests or to limit the entry of regulated non-quarantine pests with imported goods and other quarantine materials.

  The legal system should include: the legal authority of the NOPC to enable it to carry out its functions; measures to be taken by imported goods; other measures (including bans) relating to imported goods and other quarantined materials; and actions that can be taken in identifying cases of non-conformity or cases requiring emergency action.                                                                             

The import regulatory system may include measures relating to goods in transit.
