Screening Guide. International Standard for Phytosanitary Measures

The Responsibility of the National Plant Protection Organization (NPPPP) is to "inspect the goods of plants and plant products carried internationally and, where appropriate, to inspect other quarantine materials with a view to preventing the introduction and/or spread of pests" (Article IV.2 (IPPC, 1997).
The cargo may consist of one or more goods or consignments. When the consignment includes more than one good or consignment, the conformity inspection may consist of several separate visual inspections.
The standard uses the term "goods", but it should be understood that the manuals given for the goods may also apply to individual consignments of the same consignment.
The purpose of cargo inspection is to confirm compliance with the requirements for quarantine pests and regulated non-quarantine pests when imported or exported. Inspection often also serves to verify the effectiveness of previous phytosanitary measures.
