On the safe handling of pesticides and agrochemicals. Federal Law 109 of 19.07.1997

Legal regulation in the field of safe handling of pesticides and agrochemicals is carried out by this Federal Law, laws and other regulatory legal acts of the Russian Federation, as well as laws and other regulatory legal acts of the constituent entities of the Russian Federation.

The legislation of the Russian Federation in the field of safe handling of pesticides and agrochemicals regulates relations arising in the implementation of state administration in the field of safe handling of pesticides and agrochemicals, as well as in the development, production, sale, storage, transportation, use, neutralization, utilization, destruction, burial, import into the Russian Federation and export from the Russian Federation of pesticides and agrochemicals. Article 3. Negotiability of pesticides and agrochemicals.

Pesticides and agrochemicals may be freely alienated or transferred from one person to another by other means in accordance with the procedure established by the legislation of the Russian Federation, if they are not withdrawn from circulation or are not limited in circulation.

It is not allowed to trade pesticides and agrochemicals that are not included in the State Catalog of Pesticides and Agrochemicals Permitted for Use in the Territory of the Russian Federation.

Restricted pesticides, which have an increased probability of negative effects on human health and the environment as a result of registration tests of pesticides and agrochemicals, are trafficked on the basis of a special permit. (as amended by the Federal Law dated 30.12.2008 N 309-FZ)
