Order of the Ministry of Agriculture dated 29.12.2010 N 456 (version of 11.10.2012) " Order of the Ministry of Agriculture of the Russian Federation dated 29.12.2010 N 456 "Approved rules for plants quarantine during import of quarantined goods, their storing, shipping, transportation, relocation and usage " (Registered in the Ministry of Justice of the Russian Federation 25.02.2011 N 19944).
Quarantine phytosanitary requirements of the Russian Federation, applicable to quarantined goods, imported to the territory of the Russian Federation.
4. Imported quarantined goods shall be free from quarantine harmful organisms in vital form, included into the List of quarantine objects (plant pests, plants pathogenic agents and weeds), approved by the Order of the Ministry of Agriculture of the Russian Federation of 26 December 2007 N 673 (registered in the Ministry of Justice of the Russian Federation on 17 January 2008 N 10903, Bulletin of Federal Agency Regulations, 2008, N 6), typical for a particular category of quarantined goods, country of origin and country of export of quarantined goods, in compliance with Annex to the present rules.
5. In case a batch of imported quarantined goods contains quarantine harmful organisms in a vital form, the owner of the goods provides a processing of these goods using special technologies in order to devitalize pests (further in the text – processing), or disinfection.
6. Quarantined products, referred to a group of high phytosanitary risks, shall have a phytosanitary certificate (re-export phytosanitary certificate), issued by an authorized organ of the country, exporting (re-exporting) quarantined goods.
