Order of the Ministry of Agriculture of the Russian Federation dated 13.07.2016 № 293

Ministry of Agriculture of the Russian Federation has updated the order of issuance of phytosanitary and quarantine certificates and re-export phytosanitary certificates.

It is confirmed, that a re-export phytosanitary certificates are formalized for quarantined products, imported to the territory of the Russian Federation, with the aim of its further export if when storing, dividing or re-packaging a batch of such products wasn’t infested and(or) contaminated with quarantine objects, and corresponds to quarantine phytosanitary requirements of the importing country.

To get these certificates, applicants submit an application following the forms, attached to the Order, enclosing the following documents:

1) for issuance of phytosanitary certificates:

• a copy of the contract, based on which quarantine products are exported from the territory of the Russian Federation (in case it has been concluded);
• copy of the document, confirming the identity of an applicant, who is a natural person;
• conclusion about the quarantine phytosanitary status of quarantined products;
• quarantine phytosanitary disinfection act in cases, prescribed by the Russian legislation for plants quarantine and (or) requirements of the importing country.

2) for issuance of re-export phytosanitary certificates:

• copy of the document, confirming the identity of an applicant, who is a natural person;
• conclusion about the quarantine phytosanitary status of quarantined products;
• quarantine phytosanitary disinfection act in cases, prescribed by the Russian legislation for plants quarantine and (or) requirements of the importing countries;
• phytosanitary certificate, issued by the organ in the exporting country, for quarantined products, shipped to the Russian Federation for its further exporting (re-export).

3) for issuance of quarantine phytosanitary certificates:

• copy of the document, confirming the identity of an applicant, who is a natural person;
• conclusion about the quarantine phytosanitary status of quarantined products;
• document, confirming the act of preventive phytosanitary disinfection of warehouses, aimed for storing quarantined products, registered for being imported.

Applicants have a right to submit applications in e-format, as well as via central site of state services.
