A pest elimination program may be implemented by the National Plant Protection Organization (NPPOS) as: - an emergency measure to prevent the acclimatization and / or spread of a pest due to its recent penetration (restoration of the free zone), or - measures to destroy acclimatized harmful oranism (establishment of a free zone).

After a preliminary study, which includes consideration of the data collected at the detection or presence site(s), the extent of the contamination, information on the biology and potential economic significance of the pest, available technologies and available means for elimination, an analysis of the costs and profits of the elimination program should be carried out.
