Montreal Protocol on Substances that Deplete the Ozone Layer

Parties to this Protocol, Being Parties to the Vienna Convention for the Protection of the Ozone Layer.

Mind-aware of its obligation under the Convention to take appropriate measures to protect human health and the environment from temporary effects that arise or may arise from human activities that alter or are likely to alter the ozone layer.

Recognizing that global emissions of certain ozone-depleting substances can significantly deplete or otherwise alter the ozone layer, with adverse effects on human health and the environment, while bearing in mind the potential climate impacts of emissions of these substances.

Aware that measures taken to protect the ozone layer from depletion must be based on scientific knowledge applied in the light of technical and economic considerations, determined to protect the ozone layer by taking preventive measures to properly manage all global emissions of substances that deplete it, with a view to achieving their eventual elimination on the basis of scientific knowledge and taking into account technical and economic considerations.
