United Nations decision on essential-use exemption for methyl bromide in Russia

The Methyl Bromide Technical Options Committee had considered a communication concerning essential-use exemptions for methyl bromide in Russia and made the following comments: it appeared that most or all of the pests for which methyl oromide was requested in your communication fell within the definition of quarantine pests in the Montreaise Protocol.

Thus, the treatment can be classified as quarantine or pre-shipment treatment (COOT).

Consumption and use of methyl bromide for the treatment of METHYL BTS are excluded from the control and phase-out clause in accordance with paragraph 5 of Article 211.

For your information, a discussion of the definitions of the terms "quarantine" and "pre-shipment" is provided in document UNEP/OzL.Pro.WG. 1/27/5, which was prepared by the Ozone Secretariat in 2007 for the Open-ended Working Group.
